Did not want to wear a full cold water hood for shallower ocean dives off the mid Atlantic. Found the Sea soft 3mm beanie to be very comfortable. Kept my head warm in the 69 F ocean water. Not adjustable, but the fit was perfect and the solid chin strap very comfortable. I never used a beanie before, but will use on future dives with 60-70 degree temps.
You don't need a full hood, but you need just a bit of warmth or protection and you're looking for a quality beanie. It works well I use it in water temps of 37 Fahrenheit. The thin strap my get in the way but you can pull it down easily

I love this cap. It's reversable, blue and black sides. You can either have the bottom cover your chin or go under your chin. Easy enough to keep away from your mask. Adds just enough warmth.

I also use a Guardian full face mask, and this beanie gets in the way of getting a good seal. The face opening is fairly small and not easily trimmed.

if head size is 23 inches and neck size is 18 inches would I use a Large or 2XL size beanie? Would two inches extra at the top make for a floppy, loose fitting beanie?

Fit was not right for this one for me, so sent back for another style with adjustable chin strap. That one (a NeoSport) works fine and is around 3mm I would approximate.

Yes, it is 3mm. I've used the beanie in the mid Atlantic for shallow dives in the summer and found it to be very comfortable. Didn't ride up and stayed in place. I have been satisfied with the item.

Does the strap go under your chin (or could it) or does it have to go on your chin like a standard hood?

The strap of this beanie will go under your chin but you can put it on your chin if you feel more comfortable wearing it this way.

I found the beanie most comfortable when it was on my chin which reduced in flow of water. I worried that this placement would be irritating, but I never noticed the beanie underwater. The strap could be worn under the chin.

It goes on your chin. I suppose one could put it under but that would probably pull the fabric away from the side of the head or by the ears (would probably create a fold or crease).

The strap goes under your chin. The hood and strap are all one piece. There is no closure such as snaps or velcro. It is good and secure.
