I have two of these for padding in fall weather when the sun goes down before I am off the water. There are tons of salmon fisherman on the river, and many of them drink beer. To be safe, I attach one to the front of my PDF and one to the back so that I am clearly visible to all power boaters who are not looking for kayakers.
The strobes are very bright and I can see exactly when the other boaters notice me and steer a course away. A must have.

Yes, it has a velcro closer on the strap. We used it on the ladder at our resort when we went on a shore dive. You do not see flashing light into the water. You only see it when you look for it. It was loved and appreciated by everyone!

This is a strobe with 2 options, red light or white light. It is a good choice for an entrance/exit marker because it is bright and has a long burn time. You can also use it as a personal marker.
