For surfing should be fine depending on the individual. SCUBA, no.
What about Free diving?
Hi Joshua, it really depends on your tolerance and how long you will stay in the water....it may be just fine for you, but if you in general tend to get cold you may get chilled after a some time. You should consider is there are any thermocline where you will be diving, it could be 60 on the surface then dip down to the 40's or 50's so it depends on your location. 60 degrees is sort of borderline for some, for myself I would go thicker because I get cold easy, but I know some guys who are completely fine in a 3mm for freediving in that temp....I hope that helps!
