No ratchet. Once pulled, you have to hold to keep tension on it. I have heard that those that have a tensioning device are easier to use.
Yes it does. You may want to check your states marine laws as to where you can use this. I found that some states don't allow the use of this stick. Have to go out of state to use it. Have fun with it, though it's a great stick! LeisurePro is excellent to deal with.

Yes there is a locking mechanism that keeps the cable tight around the lobster. It is not a ratchet. There is a tab that you push to loosen it. This lobster loops works great.
