Could this be used as a dive flag for kayak? I can't really tell how it attaches.

Probably not. It is designed to attach to a round object no larger than about 8 inches in diameter.

That black piece at bottom of the rod presses up against the side of an inner tube as it inflates as a pad, which gets tight inside a bag that wraps around the inner tube.

You would have to modify the bend in the bracket as there is a curve in it to fit the conture of an inner tube.

I'm not sure how the plastic thing is designed to attach either. But we have used two of them attached to kayak seats and they work pretty well. One section of pole is enough for us. A five foot tall flag was too much.

I bought one of these. The fiberglass rod passes through small holes in the top and bottom of the mounting bracket. The bracket itself simply sits against an inner tube (inside or outside), and is secured with a web strap. It works fine in that configuration. But, I don't think it would be practical for exclusive use on a kayak.
Perhaps a length of PVC pipe (or short pipes and couplings), with clips added for the flag, could be inserted into an existing rod holder or scupper hole on your kayak. I hope this was helpful.
