I wear 5mm neo boots but in the next year I will also get a drysuit. I wear a size ~11 shoe US. I would like a size that would accomodate the drysuit but I could also slip into a neo boot, even if that means I need to buy a bulkier neo boot.

I would round down for the half size and go with a Large if you are wearing a normal dive bootie. If you're going to be wearing rock boots, you might go with the XL.

They should be tight enough that you can lift your foot with fin off the ground and flap it around a bit. The fin should feel like an extension of your foot- it shouldn't have enough room to jiggle around.
