Small and it has served us well from 21 pounds and pre 2t through now a solid 3t and 31 lbs. I expect we will need a larger size when my daughter becomes a 4.

I recently purchased this item for my 5 y old. I bought size XL; she currently wears 5 and 6T and it fits her with room to spare--like a 6x. It's a nice suit and she's already worn it in 64 F water!
Sounds like you need XS or S if you're need the equivalent of 2T.
