This is a USB adapter which will make your Aqualand watch which is sold with a serial interface work with modern non-serial interface equipped PCs....that is...modern PCs no longer use or come with serial interfaces, this will permit the outdated Aqualand serial interface to communicate with your PC USB port and therefore the Aqualand's software and data retrieval system.
Nice to have, computers are better

Not an absolute requirement, especially if you use a dive computer, but it is nice to have. Especially when you travel. Great for backup data collection.
